At its annual conference in August 2012, the National Off-Highway Vehicle Conservation Council awarded Rick Higgins, of Hood River, the 2012 Volunteer of the Year award.
Higgins was honored for his tireless and lengthy history of service in several states including Arizona, Oregon and Washington.
In Hood River County alone, he volunteered an average of 400 hours a year on its trail system over two decades.
He is a member of the Hood River County Recreational Trail Committee representing the Motorized Group and currently president of the Columbia Gorge Off-Road Association, which provides numerous volunteers to support the Hood River County trail system.
NOHVCC, as a national body of OHV recreation enthusiasts, develops and provides a wide spectrum of programs, materials and information, or “tools,” to individuals, clubs, associations and agencies in order to further a positive future for responsible OHV recreation.
